1/22/2019: Los Angeles Unified Reaches Agreement with UTLA

The Los Angeles Unified School District today announced that it has reached an agreement with United Teachers Los Angeles (UTLA) on a new contract that provides a 6% salary increase for educators, reduces class sizes, adds a significant number of librarians, counselors and nurses, and maintains the fiscal solvency of the school district.

Schools will be open tomorrow to welcome all of our students and educators back to the classroom.  

“Today marks a new chapter in public education for Los Angeles Unified,” said Superintendent Austin Beutner. “Public education is the ultimate labor-management collaborative and we are committed to working together to make sure every student gets a great education.”

Under the terms of the new contract, Los Angeles Unified agreed to:

  • Reduce class size by four students in grades 4 through 12.
  • Increase nursing services at every school.
  • Increase library services at every middle school and high school.
  • Add counselors at middle and high schools.

Los Angeles Unified and UTLA also agreed to work together through joint committees that will provide recommendations on a number of important issues: 

  • Charter co-location. 
  • Pay equity across adult, early education, Regional Occupational Centers/Regional Occupational Program. 
  • English Learner Master plan including American Sign Language. 
  • Green space in school campuses.

“Forty years of underinvestment in public education cannot be solved in just one week or with just one contract,” Beutner continued. “Now that students and all educators are heading back to the classroom, we must focus our attention to properly fund our schools for the long term.”

“I want to thank everyone in Los Angeles Unified – staff, principals and all other employees who worked so hard to keep our schools open and our students safe last week. We welcome our all of our students and teachers back with open arms.”

1/22/2019: Los Angeles Unified Reports Attendance as Los Angeles Unified Reaches Agreement with UTLA

Today, 110,881 students attended Los Angeles Unified’s 1,240 elementary, middle and high schools as Los Angeles Unified reached an agreement with UTLA. This represents a 30% increase from Friday’s attendance. Today’s attendance number is incomplete because 11 schools have yet to submit reports through Los Angeles Unified’s internal attendance system.

The adjusted number of students who attended school on Friday is 87,559. This number may still be subject to adjustment based on additional reporting.

Total gross revenue lost for the six days of the strike is $151.4 million based on attendance numbers reported. Below is a chart that outlines additional data about Los Angeles Unified’s operations during the UTLA strike.

After six days of negotiations, Los Angeles Unified and UTLA reached a tentative agreement on January 22, 2019. 

 

1/21/2019: Statement from the Los Angeles Unified School District

Los Angeles Unified School District continues in contract negotiations with UTLA. Los Angeles Unified remains committed to doing everything we can to solve the issues and get all of our students and educators back in the classroom.

UTLA has informed Mayor Eric Garcetti and Los Angeles Unified that even if a contract agreement is reached today, UTLA will continue the strike tomorrow.

All 1,240 K-12 schools will remain open tomorrow.

 

1/18/2019: Los Angeles Unified Reports Attendance, Contract Negotiations Continue

Today, 85,274 students attended Los Angeles Unified’s 1,240 elementary, middle and high schools as UTLA returned to contract negotiations. This represents a 1% increase from yesterday’s attendance. Today’s attendance number is incomplete because 18 schools have yet to submit reports through Los Angeles Unified’s internal attendance system.

The adjusted number of students who attended school yesterday is 84,160. This number may still be subject to adjustment based on additional reporting.

1/17/2019: Los Angeles Unified and UTLA Resume Negotiations

Today, for the first time since last Friday, we met with UTLA as they have returned to contract negotiations.

We are back in contract negotiations and thank Mayor Garcetti for arranging these discussions. We need to resolve this as soon as possible to get our kids back in school and educators back in the classroom.

Since this strike has started, Los Angeles Unified has lost about $100 million in funding which should have been invested in the classroom. Our students are missing out on the opportunity to learn. Families count on us to keep their children safe and cared for, so they can continue to work to provide for their families. We need to end this strike now.

Public education is the ultimate labor-management collaboration. We invest every dollar we receive from the state in people in schools who do the work. And those who do the work need to have a stronger voice in how the work is done.

This is an historic moment in Los Angeles as many more people are engaged in the conversation about the importance of public education. We need smaller class sizes, more support for our students and educators, including more nurses, counselors and librarians in our schools. We hope this passion and commitment our community is expressing will continue as we work together for more funding in Sacramento, where 90% of our funding comes from.

 

1/17/2019: Los Angeles Unified Reports Attendance, Contract Negotiations Resume

Today, 83,928 students attended Los Angeles Unified’s 1,240 elementary, middle and high schools as UTLA returned to contract negotiations. This represents a 37% decrease from yesterday’s attendance. Today’s attendance number is incomplete because 10 schools have yet to submit reports through Los Angeles Unified’s internal attendance system.

The adjusted number of students who attended school yesterday is 134,724. This number may still be subject to adjustment based on additional reporting.

Total gross revenue lost for the four days of the strike is $97 million based on attendance numbers reported. Below is a chart that outlines additional data about Los Angeles Unified’s operations during the UTLA strike.

Today was the first day of negotiations since UTLA rejected Los Angeles Unified’s latest offer on January 11, 2019. Los Angeles Unified remains committed to working around the clock to find a solution that ends the strike.

 

1/16/2019: Los Angeles Unified Reports Attendance as Strike Continues

Today, 132,411 students attended Los Angeles Unified’s 1,240 elementary, middle and high schools, according to attendance reports submitted to Los Angeles Unified. This represents a 22% decrease from yesterday’s attendance. Today’s attendance number is incomplete because 12 schools had yet to submit reports through Los Angeles Unified’s internal attendance system.

The adjusted number of students who attended school yesterday is 171,480. This number may still be subject to adjustment based on additional reporting.

Total gross revenue lost for the three days of the strike is $69.1 million based on attendance numbers reported.

No contract negotiations have taken place since UTLA rejected Los Angeles Unified’s last offer on January 10, 2019 and walked away from the table. Los Angeles Unified would like to resume negotiations as soon as UTLA is willing.

 

1/15/2019: On Second Day of Strike, Increasing Numbers of Los Angeles Unified Students Find Safe Haven in Schools

Today, 163,384 students returned to 1,240 Los Angeles Unified elementary, middle and high schools, according to attendance reports submitted to the District. This represents a 13% increase in student attendance from the first day of the strike. Today’s attendance number is still incomplete because 33 schools had yet to submit reports through Los Angeles Unified’s internal attendance system.

The final tally for the number of students who attended school yesterday is 143,993.

“While education in classrooms is not the same without teachers, we have a responsibility to keep schools open and provide students with a safe space, shelter from the rain, meals and modified instruction,” said Los Angeles Unified Superintendent Austin Beutner.

“I am grateful for the tens of thousands of my colleagues – bus drivers, cafeteria workers, principals and educators – who are here to provide those students with a safe and welcoming learning environment.”

“Heroes yesterday were out marching to call for help, while heroes on the inside of schools showed up for 144,000 young people and their future,” said Los Angeles Unified Board President Mónica García. “Both on the inside and outside of schools, we are all on the kids’ side. We must come together for those students and families who are counting on us to end the strike.”

Student absences during the strike will not impact graduation.

 

1/14/2019: All Los Angeles Unified K-12 Schools Open, 141,631 Students Attend Class (01-14-19)

Los Angeles Unified principals today reported providing instruction to 141,631 students at 1,240 schools on the first day of a strike by UTLA.

The number is incomplete because 54 schools had yet to submit reports as of late afternoon Monday through Los Angeles Unified’s internal attendance system. Principals were instructed in advance to focus on the safety and well-being of their students, which contributed to delays in reporting attendance.

Los Angeles Unified elementary, middle and high schools will be open tomorrow and throughout the UTLA strike. Early education centers will only be open to special-needs students. State preschool sites will remain closed.

“Our principals, educators and staff work hard every day to ensure every student gets the best possible education and today was no different,” said Los Angeles Unified Superintendent Austin Beutner. “We are extremely grateful for their continued commitment and hard work. We are doing everything we can to continue to deliver on the promise of a great education for our students and their families. We call on UTLA leadership to return to negotiations to end this disruptive strike.”

On the first day of the strike, Los Angeles Unified continued to serve meals at all schools and transported 8,560 students on school buses to schools. This represents nearly 40% of the average daily student ridership.

1/13/2019: Los Angeles Unified Schools Open Providing Safe and Welcoming Learning Environment

Los Angeles Unified schools will be open providing every student with a safe and welcoming learning environment. Elementary, middle and high schools will be open, instruction will continue, and meals will be served tomorrow and throughout the UTLA strike. Early education centers will only be open to special-needs students and state preschool sites will be closed.

Los Angeles Unified has set up a Family Hotline for parents and families offering information about schools. Parents and families are encouraged to call the Hotline at (213) 443-1300 with any questions. Updates about labor negotiations are available at LAUSD.net.

Los Angeles Unified did not want a strike and offered UTLA leaders a $565 million package to significantly reduce class sizes, add nearly 1,200 educators in schools, and provide all UTLA members with 6% salary raises.

Los Angeles Unified remains committed to contract negotiations and will continue to work around the clock to find solutions to end the strike which will hurt students, families and communities most in need throughout Los Angeles.

 

1/11/2019: Los Angeles Unified Offer Rejected by UTLA, UTLA Refuses to Continue Contract Negotiations

We are extremely disappointed that United Teachers Los Angeles (UTLA) has rejected Los Angeles Unified’s revised offer without proposing any counter offer. UTLA has refused to continue contract negotiations. More than 48 hours remain until Monday when UTLA plans to strike, and we implore UTLA to reconsider. A strike will harm the students, families and communities we serve, and we have a responsibility to resolve the situation without a strike.

 

1/11/2019: Working to Find a Solution to Avert a Strike, Los Angeles Unified Makes New Offer to UTLA

Today, Los Angeles Unified presented United Teachers Los Angeles with a new offer to provide more support for students and teachers, and to avert a strike. The offer would add nearly 1,200 more educators – teachers, counselors, nurses and librarians – in schools, reducing class size in thousands of classrooms.

“Our commitment to our families is to make sure all of the money we have is being spent in schools. We are doing that,” said Superintendent Austin Beutner. “We want to avoid a strike, which will hurt the students and families we serve. We hope UTLA leadership will reconsider its demands, which it knows Los Angeles Unified cannot meet.”

Los Angeles Unified is counting on the increase in funding for education proposed by Governor Newsom in his state budget on January 10, 2019. Both the Governor’s budget proposal and Los Angeles Unified’s new offer is a testament to the shared commitment to public education.

Los Angeles County is also proposing to provide additional funding to increase mental health and nursing services in elementary schools across Los Angeles Unified.

Los Angeles Unified’s new offer builds on the offer the District made on Monday, January 7, and consists of the following:

$130 million to add almost 1,200 more educators in schools

  • Significantly reduce class size and ensure no increase in any class size
    • Reduce class size by two students in all middle schools
    • Reduce class size by two students in all high schools
    • Cap class size in Grades 4-6, not to exceed 35 students
    • Reduce all middle and high school math and English language classes to 39 or fewer students
    • Cap class size at 32 students at 75 of the highest-need elementary schools
    • Cap class size at 34 at 15 of the highest-need middle schools
  • Increase Nurses, Counselors and Librarians at all schools
    • Provide nursing services each school day at every elementary school
    • Add one additional academic counselor at each comprehensive high school
    • Provide library services at every middle school 

6% Salary Increase

  • A 6% raise with no contingencies
  • No additional work requirements or professional development to receive the raise
  • Back pay for the 2017-2018 school year
  • No changes to health benefits for current employees

Los Angeles Unified will do everything it can to avert a strike. Ultimately, only UTLA can call a strike. UTLA’s contract demands have remained essentially unchanged since April 2017, and those demands would bankrupt Los Angeles Unified.

Every independent expert who has reviewed Los Angeles Unified’s finances agrees the District has serious budget issues. On Wednesday, January 9, the Los Angeles County Office of Education, the state regulator that oversees Los Angeles Unified, appointed a team of financial experts to work with the District on its financial issues. The County expressed “great alarm and concern with the rapid deterioration of the District’s (financial position).”

All experts have confirmed: Los Angeles Unified simply does not have enough money to meet all of UTLA’s demands.

“We remain committed to working to avoid a strike which will harm the students and families we serve,” said Board President Mónica García. “Our latest offer is the best we can do and includes the additional funding from the State and County. It’s time to resolve this.”

1/10/2019: Los Angeles Unified to Further Reduce Class Size in Schools

Los Angeles Unified will make a new proposal to United Teachers Los Angeles on Friday that includes additional funding to further reduce class size and provide support for classroom educators. The revised offer comes as California Gov. Gavin Newsom today released a proposed budget for 2019-20 that would increase funding for public education.

1/9/2019: Los Angeles County Office of Education Appoints Fiscal Experts to Los Angeles Unified

Today, the Los Angeles County Office of Education appointed “a team of fiscal experts to work with Los Angeles Unified to develop a Fiscal Stabilization Plan that will eliminate deficit spending and restore required financial reserve levels.” The team of fiscal experts will work closely with the Los Angeles Unified Board of Education and the Superintendent to provide guidance on financial resources and develop a Fiscal Stabilization Plan.

 

1/9/2019: School Board President García and Supt. Beutner In Sacramento Meet with State Leaders

Today, Los Angeles Unified Board President Mónica García and Superintendent Austin Beutner held a series of meetings with California state leaders to advocate for additional resources to better serve the students of Los Angeles Unified.

The meetings underscored the financial challenges facing Los Angeles Unified and the need for leaders in Sacramento increase funding for public education. Los Angeles Unified gets 90 percent of its funding from the state of California.

 

1/8/2019: Board of Education Remains Committed to Averting a Strike

The Board of Education today reiterated its commitment to averting a strike and reaching a fair agreement with United Teachers Los Angeles. Los Angeles Unified has made a constructive offer to UTLA and will continue to work to reach a resolution.

We are committed to keepings kids safe and learning in schools. We recognize that Los Angeles Unified needs more resources, and our resolution today confirms our commitment to work with families, labor partners and the communities we serve to achieve this.

 

1/7/2019: UTLA Rejects Los Angeles Unified Offer to Add Almost 1,000 Additional Educators - Teachers, Counselors, Nurses and Librarians - and Nearly Triple Funding to Reduce Class Sizes

Los Angeles Unified increased its offer to better serve the needs of students. We are extremely disappointed and frustrated that union leadership has turned down our offer and – once again – failed to put forth any proposal to try and resolve the issues of class size and salary. The only change UTLA made to its offer was to withdraw items outside the scope of bargaining.

A strike would harm the students and families we serve and will not help resolve the issues our District faces.

Los Angeles Unified’s new proposal consisted of the following:

Additional Funding to Reduce Class Size and Hire 1,000 More Educators

  • 2.5x increase in funds to reduce class sizes and hire more counselors, nurses and librarians, from $30 million to $105 million. The increased funding would have provided almost 1,000 additional educators.
  • With those additional staff members, Los Angeles Unified would have been able to:
    • Reduce all secondary math and English language classes to below 40 students
    • Add one additional academic counselor at each comprehensive high school
    • Double nursing services at every elementary school
    • Provide library services at every middle school
    • Reduce class sizes to 32 students at 75 and 15 of the highest need elementary and middle schools, respectively
    • Lower class sizes by 2 in all high schools
    • Ensure that no class sizes in grades 4-6 exceed 35 students

Salary and Benefits:

  • A 6% raise with no contingencies
  • No additional work requirements or professional development to receive the raise
  • Back pay for the 2017-2018 school year
  • No changes to health benefits for current employees

Charters

  • While charter schools are governed by state law and are not a bargainable issue, which UTLA has also conceded, Los Angeles Unified has proposed to create a Working Group with UTLA to address issues and provide recommendations to:
    • Address co-location issues
    • Provide rigorous oversight of all schools, including charter and traditional
    • Long-term space planning

 

12/18/2018: NEUTRAL FACT FINDER RECOMMENDS 6% RAISE, ADDITIONAL FUNDING TO REDUCE CLASS SIZE

In November, the state of California appointed an independent, neutral Fact Finder to help resolve contract issues. His recent report confirmed that a 6% raise is reasonable. UTLA leadership’s own appointee to the Fact Finding Panel agreed, stating in December, “I concur with Chair Weinberg’s recommendation regarding the District’s salary proposal with respect to the compensation increase of 3% for 2017- 2018 and 3% for 2018-2019.” 

 

12/19/2018: CALIFORNIA REGULATOR ISSUE COMPLAINT AGAINST UTLA FOR REFUSING TO BARGAIN IN GOOD FAITH

The State of California Public Employment Relations Board issued a complaint against United Teachers Los Angeles (UTLA) for refusing to bargain in good faith. In the report, the state board said that UTLA has declined to meet and negotiate for more than a year and that several of its contract demands are unlawful.
