And UTLA President Cecily Myart-Cruz

 

Los Angeles Unified and United Teachers Los Angeles have reached a bargaining agreement, representing a shared effort to set a new standard for distance learning during the COVID-19 pandemic.

Since schools closed, Los Angeles Unified has set the standard for food relief for families, while working diligently to provide devices and internet access for all students, professional development for educators, and the opportunity for all students to participate in summer school. We have all learned from our experiences with distance learning since March and we’ve applied what we learned to this agreement. Our shared goal is to provide the best possible education for students in our schools.

This agreement is subject to ratification by UTLA members and the Los Angeles Unified Board of Education. Both votes are scheduled for this week.


Summary of Agreement
 

  • Clear and consistent school schedule
    • Instructional schedules have been created for all grade levels 
  • Teachers will be in regular communication with parents to facilitate their understanding as to when students will be engaging in synchronous and asynchronous learning 
  • Certificated staff who are not teachers (e.g. counselors, coordinators and other out-of-classroom staff) will follow a regular weekly schedule of services and office hours 
  • Daily synchronous instruction appropriate for grade levels
    • Direct instruction and engagement through video conferencing
    • Teacher guided peer-to-peer learning
    • Whole and small-group instruction 
  • Regular assessment of student progress
    • Daily attendance taken for each period/class session
    • Timely, actionable feedback to students 
  • Significant synchronous and asynchronous instructional time
    • Classroom teachers will maintain instructional minute minimums and requirements for synchronous/asynchronous instruction 
  • Adherence to the requirements of Senate Bill 98 (SB 98) 
  • Training for teachers and time for them to collaborate and plan together
    • All certificated staff members will participate in ten hours of professional development on August 17, 18, and 19 
  • Weekly grade-level, department, and/or professional development meetings and twice-monthly faculty meetings 
  • Continued professional development for delivery of online instruction 
  • The option for teachers to teach from their classroom if they choose
    • Teachers will be allowed, but not required, to return to work at schools 
  • Support for teachers by other school staff
    • Substitute educators and out-of-classroom certificated staff will assist teachers with instruction and other student support services 
  • Extra support for students, including one-on-one tutoring, online and at school, and Saturday mornings
    • Staff will provide additional instruction, both online and in person, outside of school hours
