Arlene Irlando, Chief of Staff

Arlene Irlando is Board Member Schmerelson's Chief of Staff.  In that role, she works with all BD 3 staff to support Board Member Schmerelson's goals and initiatives, oversees operations and works in close liaison with District leadership.

A GED college applicant, Arlene left college in the seventies to work with the United Farm Workers Union, an experience that eventually led to law school and the practice of appellate, civil rights and immigration law.  Before working for BD 3, she served as COS for Board District 6 and as a committee consultant for the California State Senate.  Arlene's history of activism and employment include civilian oversight of law enforcement, Regional Director of the 1990 Census, Chicano/Latino student and community organizing, and advocate and non-profit leader for folkloric and other community based performing arts.

Arlene received her B.A. from the University of Colorado and her J.D. from the University of California, Berkeley. She has been married for over 45 years, is the mother of five children, and the grandmother of many.  Arlene continues to be an avid fan of dance and theatre arts and believer in the power of arts education to transform the lives of all our children.

Silvia K. Martinez, Director of Policy

Silvia serves as Director of Policy for LAUSD School Board Member Scott Schmerelson whom she advises on policy issues and district initiatives and strategies. She prepares resolutions, written materials and represents Mr. Schmerelson in District committees and working groups.

Prior to joining LAUSD Board District 3 staff, Silvia was the Community Affairs Deputy for LAUSD School Board Member Bennett Kayser. In this role, she was the liaison for Mr. Kayser to the communities of East Los Angeles and Southeast cities. 

Silvia grew up in Bell, California, a proud product of LAUSD. She has a Bachelor of Arts in Political Science and Spanish and a Master’s Degree in Public Policy. During her spare time, Silvia enjoys drawing, playing tennis, reading Spanish literature, and watching movies.

Jeannie Kamm, District Office Director

Jeannie Kamm serves as District Office Director. Jeannie is responsible for overseeing the day-to-day operations of the District Office and for providing leadership and support to the field staff. She works alongside staff to ensure that the District supports the needs of 110 schools that Board District 3 serves.

Jeannie Kamm brings over 21 years of experience in parent and community building at LAUSD schools. Jeannie’s involvement in education started when she formed a grassroots organization in 1998 called Friends of Lanai that successfully turned around her neighborhood elementary school. She has been the President of two different school booster organizations having established both 501(C)3 entities and boards. She co-founded Miller Kamm & Associates LLC which consulted for numerous schools throughout southern California including many LAUSD schools. Jeannie has significant experience in the areas of parent group formation, fundraising, community outreach, corporate donor program, school marketing, communication, and community partnerships. Before joining Board Member Scott Schmerelson’s office January 2018, Jeannie worked for another board office as Steve Zimmer’s Deputy of School & Community Affairs for 5 years. She supported schools in West San Fernando Valley, Pacific Palisades & West Los Angeles. She also facilitated Taft Instructional Cabinet to create elementary to high school academic pipeline.

Jeannie graduated from the University of California Los Angeles with a B.A. in Psychology, and worked as an accountant/auditor at a CPA firm for 5 years after graduation. She is married and a mother of two sons who both attended LAUSD elementary, middle and high schools.

Cynthia Ronquillo

Cynthia Ronquillo serves as Board Member Schmerelson's Administrative Assistant. For Board Disrict 3, this includes directing most Beaudry Office operations as well as the very formidable task of managing the Board Member's busy calendar. Most importantly, Cynthia manages the Board Member's constituent calls and communications to make sure that, whoever contacts our office for assistance, receives the help and information they need and always gets prompt and patient customer service.

Cynthia has been an engaged LAUSD employee for 21 years. She started as a Secretary with the Division of Special Education and continued to climb the administrative ladder to become the Administrative Assistant with the Office of Environmental Health and Safety.

After a rigorous selection process, Cynthia's experience and skills led to her eligibility to serve as an AA to Board Members. Cynthia has worked in this role ever since, starting under Board Members Jon Lauritzen (BD 3) Tamar Galatzan (BD 3) Bennett Kayser (BD 5). Cynthia has worked with Board Member Schmerelson since his election in 2015.

Cynthia is originally from the Philippines where she earned a BS degree in Hotel and Restaurant Administration. Before joining the LAUSD family in order to have a more stable schedule and support for her growing family, Cynthia held a number of managerial positions in hotel chains such as the Hilton Hotels, Holiday Inn, and Nikko Japan Airlines Hotel.

As an important part of Cynthia's culture and family life, she loves to sing whether it is with her church choir or with Karaoke. She also enjoys theatre and musicals.

Tara Vahdani, School Engagement and Data Specialist

Tara Vahdani serves as the School Engagement and Data Specialist for Board Member Schmerelson. Based out of his Lake Balboa field office, Tara spends much of her time liaising between Board District 3 schools and neighborhoods, in an effort to develop stronger, more thoughtful family-school-community partnerships. 

 
She came to the district with a background in education research, having most recently worked as a Research Associate at the Center for Equity for English Learners. Tara contributed to several projects during her time with the center, exploring topics such as English Learner (EL) course placement policy and best practices in EL science education.
 

She earned her B.A. from the University of California, San Diego where she studied Education Studies and Political Science, with an emphasis in Public Policy. During her off-time, she enjoys listening to audiobooks, tackling new jigsaw puzzles, and spending time with her friends.
