In alignment with the least restrictive environment (LRE) policy of the Los Angeles Unified School District (LAUSD), the District has the authority to contract for special education services with Nonpublic schools and agencies. This is considered a very restrictive school environment as students are not only attending schools away from their community, they are also receiving services away from their peers. It is therefore important to review the District’s Least Restrictive Environment Policy, Bulletin 5901.4: “Determining the Appropriate Educational Placement for Students with Disabilities in the Least Restrictive Environment (LRE)" to ensure the recommendation is made in conformity with Individuals with Disabilities Education Act (IDEA).Students recommended for attendance at a Nonpublic School must have documented needs, stated on the Individualized Education Program (IEP), of such a nature that the services cannot be provided in a District program. Services may also be considered when an IEP team has determined that no other placement is available in the District or charter-operated school that meets the student’s unique needs in the Least Restrictive Environment.
Bulletin 5757.3: “Nonpublic School (NPS) Placement Policies and Procedures for Individualized Education Program (IEP) Teams,” dated May 8, 2013, provides procedural guidance for both preparatory and IEP team meetings.

If calling request that the operator refer to either the Placement Program Specialist for the regional area of the student’s residence or the NPS Support Program Specialist for the regional area of the student’s residence.
