Partners for Student Success

In December 2016, the Board approved the Partners for Student Success resolution to develop a Partners Matching Fund (PMF). Partner Matching Fund resources are intended to expand partnerships with community organizations that provide direct services to students and families. Targeted Student Population (TSP) Resources are specifically set aside to provide services that support academic and social emotional needs for English learners, foster youth, and/or or low-income students. In order to facilitate the expenditure of the PMF, a list of selected vendors was created using the Request for Proposal process, wherein all selected vendors submitted proposals that were reviewed and evaluated by District staff and approved by the Board of Education.

Program

All High & Highest Need ranked schools based on the School Equity Needs Index 2.0, Continuation Schools, and Priority Schools that are interested in receiving Partner Matching Funds (PMF) will submit the application below to their region designees for review and approval. Only vendors and services approved by the Board qualify for the PMF, which include the Partners for Student Success (PFSS) bench and the Arts Community Network (ACN) bench. Schools with 500 or fewer students qualify for a 2:1 matching fund ratio based on 2025-26 E-Cast Projections; PMF contribution cap = $62,500
Schools with 501 or more students qualify for a 1:1 matching fund ratio based on 2025-26 E-Cast Projections; PMF contribution cap = $45,000
Maximum total Purchase Order of $90,000

Updates

Participating schools will be required to respond to pre and post surveys (principals) for new vendors they use every year and every two years for vendors used consecutively.

Schools can now use the Arts Community Network partners for any arts related services that are needed. Please fill out the corresponding Work Order under the "Resources" section.

Steps You Can Take to Participate in the Program

1. Review lists of approved vendors in the PFSS bench and the Arts Community Network (ACN) bench.

2. Submit PFSS application to Region Contact, Work Order, AND pre-survey.

i. Application using PFSS

Work order needs to be signed by school and vendor

ii. Applications using ACN

Arts Community Network Work Orders need to be submitted and signed by the Arts Education Branch.

iii. School ensures rates on WO matches vendor rates on the procurement website at https://www.lausd.org/Page/19815

3. Region reviews applications and will approve/decline and communicate with the school.

4. Region submits/updates log of approved schools to Office of Development & Civic Engagement and to Region Fiscal Services Manager (FSM).

5. FSM requests budget transfer to the school's budget to program code 10869.

6. School identifies funding source for mandatory school contribution.

7. School submits Requisition Form in Ariba and attaches signed Work Order and PFSS application.

8. School works with their Region buyer to process their requisition (Purchase Request), if support is needed.

9. Purchase Order (PO) is issued to PFSS and ACN approved vendor.

Frequently Asked Questions

1. Who do I submit my application to?

Submit your application to your Region Lead listed HERE.

2. Can I procure services beyond my matching contribution?

Yes, you will be able to do so, but it needs to be stated in your application. Purchase orders will be limited to what is approved in the application.

3. If my e-cast for 2025-2026 or my norm count decreases to below 501, may I qualify for the 2/3 match?

Yes, schools whose E-cast or norm-day count for 2025-2026 decreased to below 501 qualify for the 2:1 match. Contact your Region for the higher matching opportunity and to find out if additional funds are still available.

4. What does the School Equity Needs Index (SENI) take into consideration to determine a school’s need?

SENI Index 2.0 utilizes data on the following categories to determine a school’s level of need: enrollment, foster youth count, homeless count, English learners count, standard English learners count, unduplicated count, single student suspension rates, chronic absenteeism, low-income counts, ISTAR incidents, asthma age adjusted rate, non-fatal gunshot injuries, 1st grade benchmark data, incoming math SBAC results, incoming ELA SBAC results, A-G completion with a C or better.

6. What is the deadline for submitting an application?

Applications for Regions other than Region South can still be accepted until May 12th. Schools can submit applications after the deadline, but chances for funding will be lower.

8. Can principals enter into multiple year contracts with the approved vendors?

The PMF funds expire at the end of the school year 25-26. We cannot guarantee matching funds beyond 2025-2026. Annual funding of the program is dependent on District priorities and will be reviewed yearly.

9. Can schools use vendors not on the lists provided in the application?

No. Only the vendors on the approved lists qualify to receive the Partner Matching Funds. The list of approved vendors and their rate sheets can be viewed at https://www.lausd.org/Page/19815 .

10. Who needs to fill out the pre-survey and post-survey?

Principals will be required to submit pre and post-surveys. In addition, teachers/designees need to submit post-surveys to provide feedback on the quality of the services provided.

11. Can I submit an application that includes services in spring 2025?

Yes, applications for funding during spring 2025 will be approved based on funding availability in their Region and if the school has not received the maximum amount of funding that they are eligible for.

12. Can schools use vendors not on the list provided in the application?

No. Only the vendors on the approved list qualify to receive the Partner Matching Funds. The list of approved vendors and their rate sheets can be viewed at https://www.lausd.org/Page/19815.

13. Are principals required to set aside money from a particular funding line out of their own budget?

Schools can use their general fund account (13027) or they can use others and follow the appropriate approval processes.
