BUL-4438.0: Liability for Special Education Staff Supporting Community Based Instruction (CBI) Activities, January 12, 2009
It is the District’s policy that students with disabilities, age 16 and older, participating in Community Based Instruction (CBI) activities will do so in groups of no more than four students to one adult. Employees that are responsible for supervising students off campus must adhere to all District guidelines covered under the District’s liability procedures.

The purpose of this Reference Guide is to provide schools with the procedures for monitoring the required First Aid and CPR certifications for Special Education Trainees (SET), Special Education Assistants (SEA), Personal Needs Attendants (PNA), Instructional Aides for Deaf and Hard of Hearing (IA), and Health Care Assistants (HCA). Per LAUSD Personnel Commission’s Class Descriptions, the aforementioned classifications must maintain a valid First Aid and CPR certification through their employment.

The purpose of this Reference Guide is to inform school site administrators about required procedures and timelines they need to follow regarding the provision of support to substitute teachers serving in alternate curriculum special day program (SDP) classes to ensure that all Individualized Education Programs (IEPs), in their entirety, are appropriately implemented. In particular, this support includes, but is not limited to, ensuring that appropriate instructional materials are available and in use in all special day programs using the alternate curriculum. In order to maintain the compliance issues identified by the U.S. Department of Education, Office of Civil Rights (OCR) – Docket Number 09-11-1025, The Division of Special Education will require the procedures within this Reference Guide to be implemented.
