    GENERAL:

     

     

    What is CTEIG ?      

    Career Technical Education Incentive Grant is a competitive grant program awarded to initiate, expand and enhance CTE programs at high schools in the district.

     

     

    How much funding is available for a CTE pathway?

    The maximum amount for a middle school is $250,000, and the maximum amount for high schools is $350,000.

     

     

    What happens if the District doesn't spend all the money?  

    Unspent funding will be returned to CDE.

     

     

    What happens when there is a Principal change?       

    Nothing. The CTE pathways implemented are tied to regional economic forecasts for the Los Angeles region, not the principal at the site. Please see application materials: "Schools must maintain the CTEIG pathway investments made at their campus through 2021-22, as required by the California Department of Education."

     

     

    Please explain which of the CTEIG fund requests is the school site responsible for maintaining for 5 additional years, i.e. salary, equipment, travel and conference, buses, teacher replacement, etc...? Do the funds need to be maintained for 5 years in the same Object code lines, for the same amounts requested in year one of the CTEIG grant?       

    Expenditures for teachers and the funded pathway must be maintained. Equipment funding is typically one-time in nature and would not need to be maintained.

     

     

    The language of the grant on the CDE website includes "Forms ongoing and structural industry and labor partnerships... opportunities for pupils to participate in internships...". How will LAUSD facilitate this?        

    A number of requirements, including this one, already exist in the 11 criteria of a high quality CTE program, as identified by the CDE. The 11 criteria are the basis of the work plan being distributed to each site receiving funding. The work is also supported by the CTE and Linked Learning offices. As part of the CTEIG funding received, as identified as part of the 11 criteria, a school site Advisory Board aligned with the funded pathway at the school site must be developed. The Advisory Board is part of the partnership and internship process. Additionally, there is a vendor resolution in place that already supports identification of internships for LAUSD students.  

     

     

     

    TEACHER:

     

     

    Purchasing teachers - the grant will pay for ½ of the CTE teacher’s salary - does this cover the duration of the grant program?   

    No, only the first year. 

     

     

    Can funds pay for CTE Teacher to work a summer school assignment?  

    Per CDE, this is not an allowable expense.

     

     

    Can we pay a CTE teacher to offer a summer CTE course?   

    Per CDE, this is not an allowable expense.

     

     

    For the CTE teacher can we assume we are funding for a full day or just for the class they will teach?       

    For a CTE teacher to be teaching a complete pathway and serve all students, a full day teaching assignment would be recommended.

     

     

    Can we pay the CTE teacher Z time to write additional CTE courses?       

    Yes, a maximum of 25 hours.

     

     

    Will the grant pay for a TA?         

    No, the funding must specifically expand/increase the number of CTE teachers in the District.

     

     

    Can we pay an expert to come in to teach a specialized aspect of the course?          

    This would need to be reviewed on a case-by-case basis. The expert would need to become a district vendor and a procurement process would be required to ensure compliance with required purchasing guidelines if allowed.

     

     

    What happens if the school decides to close the pathway after funding the teacher for the first year?         

    CDE may invoice the school site for the amount spent. All equipment purchased through the grant, along with any Perkins-funded purchases for the pathway, will be moved to another school site.

     

     

    Can a school use the 50% salary to add an existing teacher to an existing CTE pathway to expand the course sequence?

    If the teacher is not currently teaching a full day and has a CTE credential in the pathway being expanded, this may be possible. CTEIG funds cannot be used to supplant (replace existing funding for) existing positions and funds must increase the number of CTE credentialed teachers in the district.

      

     

    If the school adds a teacher in 2017-18 paid for 50% with CTEIG, can the school put in for the same teacher again the following year?           

    No, a position can only be supported once, in the first year. The school is responsible for maintaining the investment after year 1.

     

     

    If a UCCI class is taught by a CTE credentialed teacher, but is an English or Math class, can it be funded?   

    No. CTE teachers must provide a complete CTE course sequence and funding can only be used in the CTE courses in the sequence. CTEIG funding cannot be spent on non-CTE courses.

     

     

    Can CTEIG funds be used to purchase teacher instructional equipment and/or supplies?

    No. Teacher instructional equipment/supplies are not allowable expenses with CTEIG funds.

     

     

     

    EQUIPMENT:

     

     

    Purchasing equipment - can we buy computers? Can we buy computers for every student at our school?

    Yes, you can purchase computers, but ONLY CTE students in the course sequence can use the equipment. This is not negotiable and is a requirement of the grant program. Funding/Equipment cannot be used in Math, English and other non-CTE classrooms for students who are NOT participating in the CTE pathway and course sequence. Additionally, the equipment requested must make sense for the CTE pathway sequence implemented at your site. Mismatched equipment to your pathway will not be funded.

     

     

    Can CTEIG funds be used to purchase teacher instructional equipment and/or supplies?

    No. Teacher instructional equipment/supplies are not allowable expenses with CTEIG funds.

     

     

    Can funds be used in the Marketing Sales and Service sector and Entrepreneurship pathway to purchase large format and vinyl printers to make posters to advertise their virtual business products?       

    Pathways making requests for equipment that directly aligns with the CTE course sequence and classroom instruction in a priority/growth industry sector will be funded first. If you can demonstrate a clear connection to your CTE course sequence and classroom instruction, this would be allowable. Capital equipment must be reviewed and approved by CDE prior to purchase. .

     

     

    Can funds be used in the Marketing Sales and Service sector and Entrepreneurship pathway to purchase a silk screen T-shirt printer for CTSO t-shirt making as well as in the Virtual Business selling t-shirts?  

    Equipment must align with the course sequence and content being taught, not for the CTSO.

     

     

    Can funding be used in the Marketing Sales and service sector and Entrepreneurship pathway to purchase still and video cameras to produce commercials and advertisements for Virtual Enterprise businesses? 

    There does not appear to be a direct alignment of the equipment request to the CTE course sequence. Pathways making requests for equipment that directly aligns with the CTE course sequence and classroom instruction would be funded first.

     

     

    Can funds be used in the Marketing Sales and Service sector and Entrepreneurship pathway to purchase large format printers to make posters of their virtual business products?    

    Pathways making requests for equipment that directly aligns with the CTE course sequence and classroom instruction would be funded first. If you can demonstrate a clear connection to your CTE course sequence and classroom instruction, this would be allowable.

     

     

    Would the CTEIG fund security door or security alarms for rooms where expensive CTEIG equipment is stored?         

    No, security of equipment purchased with CTEIG, as with Perkins, is the responsibility of the school and district. If security systems are not in place, the items should not be purchased.

     

     

    Or if a school requests funds for 30 desktop computers for a total of $60,000. The school then must fund $60,000 for that CTE pathway just for computers for the next 5 years?         

    Equipment expenditures do not require annual match, but the upkeep of the equipment and funding to support the pathway should be provided.

     

     

    Or instead does it mean that the school must keep that CTE pathway open and computer equipment in use by CTE teachers and CTE students for the next 5 years?     

    This is accurate. If any of the computers stop working, it would be the responsibility of the school to replace that single item.

     

     

    COURSES:

     

     

    Can we use CDE suggested CTE course titles or are we limited to LAUSD CTE course titles?

    You are limited to CTE course titles that are in the LAUSD list and will be available through MISIS. If you would like a CDE suggested course title and would like to submit a new course through LAUSD or UCOP for A- G Approval, please use LAUSD Bulletin 3697.3 (available at achieve.lausd.net/CTE)

      

     

    If a course title is from another Pathway Sector but can be applied to our suggested Pathway Sector can we use? For example, if we used a course title from Health Sector and applied to Public Sector.      

    Courses are limited to the pathways. You may not mix and match courses to make a sequence. For a two-course sequence they must be from the same pathway and must include the capstone.

     

     

    Can we pay the CTE teacher Z time to write additional CTE courses?

    We have CPAs on our campus that currently have A-G approved titles, but are not listed in the CTE approved pathways. Can we use those class titles and those sequences when completing the LOI? Or, do we have to switch those class titles to CTE class titles?        

    You may only use funding to implement and teach courses from the approved CTE pathways course list. You cannot simply change the course title, you must implement the actual CTE course and it must be taught by a CTE teacher with the appropriate matching CTE credential. Mismatched courses and credentials will not be funded. If your CPA courses are CTE courses (with CBED code numbers between 4000 and 5999) please let us know and we can add them to the list. Until then, you may not use those courses and receive CTEIG funds.

     

     

    We have had our CTE pathway running between multiple teachers, currently three all with CTE credentials. This has been okay in the past and my pathway will involve two teachers. Is it still okay for this funding and will it be okay in the future. Our pathway has been very successful with articulation and internships. We would not like to change it if possible as in every way it conforms the CTE manner of doing things and represents a valid career path for our students.        

    If there is a complete course sequence in a single industry sector pathway, then this should be fine. A complete course sequence is required to receive funding.

     

      

    TRAVEL AND OTHER EXPENSES:

     

     

    Can CTEIG funds be used to travel?

    Per CDE, out-of-state travel for CTE students must have prior approval from CDE.

     

     

    Can we take International Foods students to London?

    How will this trip be funded going forward, and how will you ensure all students in the pathway are able to participate? The activities of the program must be sustained by the school site going forward. Per CDE, out-of-state travel for CTE students must have prior approval from CDE.

     

     

    Can we take Virtual Enterprise/Entrepreneurship students to visit the New York Stock Exchange? 

    How will this trip be funded going forward, and how will you ensure all students in the pathway are able to participate?   The activities of the program must be sustained by the school site going forward. Per CDE, out-of-state travel for CTE students must have prior approval from CDE.

     

     

    Can CTEIG funds be used to purchase lumber for a building and Construction CTE teacher or food for a Food Service CTE teacher? 

    Materials and Supplies for an approved new CTE pathway or expanding an existing CTE pathway are allowable expenditures. 

     

     

    Can CTEIG funds be used to purchase teacher instructional equipment and/or supplies?

    No. Teacher instructional equipment/supplies are not allowable expenses with CTEIG funds.

     

     

    If a school requests funds for 8 field trips which would include 8 replacement days for a total of $6,000. The school then must fund $6,000 for that CTE pathway just for field trips, for the next 5 years?     

    If the trip is a required part of the program, how will it be supported going forward when CTEIG funding is not available? Per CDE, out-of-state travel for CTE students must have prior approval from CDE.

      

     

    FACILITIES:

     

     

    Can funds be used to put a shelter cone on an outdoor theater on school property?     

    All facility and equipment expenditures must directly align with the CTE Industry Sector and Pathway courses being taught at your site. Mismatched equipment requests will not be funded.

     

     

    If we are trying to make physical changes to our rooms, like moving electrical or building cabinets, that will take getting someone out to do estimates. How do we get these estimates in time?    

    Not applicable with Round 2 or Round 3 funding. Facilities projects are not being funded due to grant timeline.

     

      

    Will the grant pay for architect fees required for our proposed facilities changes?     

    Per guidance from the CDE released 5/19/16, architect fees are NOT an allowable expense.

      

     

    Will the grant fund air-conditioning if it is for an area used by students constantly and there is little to no good ventilation?  

    No, this is the responsibility of the district to provide as part of the standard classroom.
